　　商务部投资促进事务局

　　一、 简介

　　商务部投资促进事务局是商务部直属的国家级投资促进机构，负责执行国家“引进来”和“走出去”双向投资促进政策、实施投资促进专业化服务。在依托政府庞大网络资源的基础上，投资促进事务局本着“创新、服务、严谨、务实”的宗旨和科学的发展观，运用全新的投资促进理念，致力于构建全方位、多层次的投资促进服务体系，拓展投资促进工作渠道和领域，提供系统、高效、快捷的投资促进服务，成为国内外政府、机构和企业之间相互沟通的纽带和桥梁。

　　二、工作职能

　　1、组织实施全国投资促进战略；指导并参与全国投资促进机构联席会议；指导各地投资促进机构的工作；

　　2、代表商务部参加世界投资促进机构协会；与有关国际经济组织、境外投资促进机构、商协会开展合作与交流；组织实施多双边投资促进机构有关活动；

　　3、具体执行商务部投资促进计划；承办商务部主办的中国国际投资贸易洽谈会；进行与投资有关的专题调研；编印有关投资促进的宣传材料和出版物；运营“中国投资指南网站”，为中外企业提供有关投资的信息资料；受理跨省市地区与跨行业的外商投资企业投诉案件；

　　4、策划并组织实施境内外大型投资促进活动，组织与投资有关的专业培训、研讨会、洽谈会、展览会等活动；从事有关投资业务的咨询、信息服务、市场调研、资信调查和投资促进策划服务，协助外商投资企业办理有关法律手续。

　　三、中国投资指南网站 The Website of “Invest in China”

　　“中国投资指南网站”（http://www.fdi.gov.cn）是我国公共商务信息服务体系的重要组成部分，由商务部主办，商务部投资促进事务局负责运营，是全国统一的投资促进网络平台。网站内容涵盖了中国投资环境、法律法规及政策体系、行业发展状况、外商投资管理服务体系、吸收外商投资统计数据、投资促进机构和投资促进服务、全国招商引资项目库、全球跨国投资和外商来华投资动态等，为境内外企业、经济团体提供权威、及时、专业、系统的免费信息服务，是我国最权威的投资类门户网站。截至2005年底，网站发布各类信息1,252,179条，日点击率平均45万人次，在商务部主办的专业网站中持续排名第一。

　　Brief Introduction of

　　Investment Promotion Agency of

　　Ministry of Commerce of the People’s Republic of China (CIPA)

　　Ⅰ. About CIPA

　　As an executive body directly under the Ministry of Commerce, CIPA is a state-level unit responsible for the professional service of investment promotion and in charge of “Bringing In” ( FDI in China) and “Going Global”( Outbound Investment ) . CIPA Adhering to the principle of "innovation, service, discipline and practice" and a scientific outlook to development, CIPA is committed to structuring a multi-facet and multi-level investment promotion service system, leveraging upon the huge network of government resources and a brand new investment promotion conception. The purpose of our work is to vigorously expand investment promotion channels and areas, provide comprehensive, highly efficient and expedited services on investment promotion, and to serve as the bridge between governments, institutions and enterprises both at home and abroad.

　　Ⅱ. The working responsibilities

　　 Organizing and implementing foreign investment promotion strategies and offering guidance opinions on the work of investment promotion nation wide; Guiding and being engaged in the Federation of Investment Promotion Agencies of China; Guiding the work of sub-national investment promotion agencies of different areas.

　　 Attending the conferences of the World Association of Investment Promotion Agencies on behalf of the Ministry of Commerce; Implementing cooperation and exchange with the World Association of Investment Promotion Agencies and other world economic organizations, foreign investment promotion agencies, chambers of commerce and associations; Organizing and implementing activities of bilateral investment promotion agencies.

　　 Implementing the annual investment promotion programs of the Ministry of Commerce: Carrying out the detailed organizational work for China International Fair of Investment & Trade hosted by the Ministry of Commerce; Carrying out researches related to investment subjects; Editing and printing publicity materials and investment promotion publications; Taking care of the daily operation of the website of “Invest in China”; Providing relevant investment information to domestic and international enterprises; Accepting and handling with complaints from foreign-invested enterprises that operate across provinces, cities, regions and industries.

　　 Planning and organizing large investment promotion activities at home and abroad, organizing investment activities such as training programmes, seminars, conferences and exhibitions; providing services like consultation, information, market study, credit investigation and investment promotion planning; assisting foreign investment enterprises through relevant legal procedures.

　　Invest in China (http://www.fdi.gov.cn), sponsored by the MOFCOM and operated by CIPA, is the unified investment attraction network platform of the state level and functions as an important part of MOFCOM public information service system. Invest in China is a gateway to updates on investment promotion efforts both at home and abroad and to officially released Chinese laws and regulations on FDI. It also gives you an open perspective on China’s FDI polices and related government affairs. Invest in China provides information on global FDI news, investment environment, industry development, investment services, FDI statistics, investment opportunities, foreign investment and state development zones, etc.. It offers authoritative, timely, professional, systematic and free information services to enterprises, investors and economic organizations both at home and abroad. Invest in China is the most authoritative investment portal in China with a total information volume of 1,252,179 items by the end of 2005 and a click rate of 0.45 million each day, ranking continuously the top among the special sub-websites of MOFCOM.
